Privacy Policy

Rizal Waterworks Office — Municipality of Rizal, Palawan
Effective November 1, 2026

The Rizal Waterworks Office (RWWO), under the Municipal Economic Enterprise Development Office (MEEDO) of the Municipality of Dr Jose P Rizal, Palawan, provides water service to the households and establishments of Rizal. This policy explains what personal information we collect through our online services, why, how we protect it, and the rights you have under the Data Privacy Act of 2012 (Republic Act No. 10173).

It covers:

The software behind these services, POSEIDON, is developed and maintained for the Municipality by Vivito IT Solutions. The Rizal Waterworks Office decides how your information is used, and is responsible for it.

1. Information we collect, and why

When you apply for a new water connection

Through the online application form we ask for:

Why: to review your application, to contact you about it, to plan and install the connection, and, if accepted, to open your water account. Senior citizen and PWD information is used only to apply the discounts the law gives you. Your application gets a reference number so you can check its status on this website.

If your application is accepted, the details become part of your water account. If it is not accepted, we keep the application and the reason, so you can see why and we have a record of the decision.

When you check your water bill (mobile app)

To show a bill in the Rizal Water Works Mobile app, you type the account name, account number and meter number printed on your water bill. We use them only to find that one account and show its balance, bills and recent payments. We do not keep the details you typed for this purpose.

In the mobile app, those three details are saved only on your phone (in its secure storage), so the app can check the account again. The last statement of each account is also kept on the phone, so you can see it without signal. Removing the account from the app removes both.

When you report an incident in the mobile app

For example a leak, a broken pipe or no water: we receive your name, contact number, the location you describe, your description and, only if you allow it, your phone's location. We use these to respond to the report and to contact you about it.

When you ask for a bill adjustment in the mobile app

We receive which bill it is about, your reason and remarks, your name and contact number. Office staff use these to review the request and call you before anything on your bill changes.

Notifications (mobile app)

If you allow notifications, we receive a notification address for your phone, linked to the accounts saved on it and their barangays. It is used only to send you notices about your accounts, such as bill reminders and disconnection notices, and about your area, such as water interruptions. No names or account numbers are stored with it. It is deleted when it stops working. You can turn notifications off in your phone's settings, or only bill reminders on the app's Notices screen.

App usage records (mobile app)

Each time the app contacts our server we record the time, what kind of request it was and whether it worked, together with a random number the app makes for your installation, the app version and the phone type. When a bill check succeeds, the record also notes which water account was checked. We use these records to see how many people use the app and to find problems. They are kept for about 13 months, then deleted. We do not keep your IP address in these records.

Information we hold as your water provider

As your water provider we keep your account records (name, address, meter, classification, readings, bills, payments and official receipts, and the history of your account) to provide water service, bill it, and meet our legal and audit obligations as a government office. The online services above let you see part of these records; they do not add to them except as described here.

Information this website collects on its own

2. How long we keep it

Information Kept for
Details you type for a bill check Not kept: used for that one check only

Incident reports and adjustment requests As long as needed to handle them, and then as part of our service records
Notification address Until it stops working or you turn notifications off
App usage records About 13 months
Water account, billing and payment records As required by government record-keeping and audit rules

3. Who we share it with

We do not sell your information, and we do not use it for advertising. There are no ads in our app. We share it only as follows:

This website, and the water office's own records and server, are hosted by the Rizal Waterworks Office on its own server, not by these providers.

4. How we protect it

No system is perfectly secure. If a breach affecting your personal information occurs, we will act on it and notify you and the National Privacy Commission as the Data Privacy Act requires.

5. Your rights

Under the Data Privacy Act you have the right to:

To use any of these rights, contact us as shown below. We may ask you to prove who you are, for example with your water bill and a valid ID, so we only give your information to you.
